Philadelphia Schools Now Guarantee Water and Bathroom Breaks with Daily Recess–and Ban Silent Lunches

In a remarkable move towards enhancing student well-being, Philadelphia schools have embraced a new wellness initiative that guarantees both recess and bathroom breaks. This program aims to uphold the dignity of students, making essential needs non-negotiable.

Under this new policy, teachers are prohibited from withholding bathroom access as a form of discipline. Additionally, elementary students are assured of “movement breaks” after every 90 minutes of seated learning. This significant change follows an extensive eight-hour school board meeting, where the wellness program championed by the advocacy group Lift Every Voice received unanimous support.

Members of this grassroots, Black-led organization revealed that some families were resorting to sending their children to school in diapers due to the lack of guaranteed bathroom breaks. They also highlighted issues with accessing drinking water during class hours. Remarkably, it took two years to formalize these critical regulations, but when they were finally adopted, the community celebrated with joy through music and dance.

School Superintendent Tony Watlington Jr. expressed his satisfaction with the decision, stating, “I wish we had done this much sooner. But I’m pleased that we’re doing it today.” The new guidelines also eliminate any forms of collective punishment, including silent lunches where the entire student body would have to eat in silence due to one student’s misbehavior.

Board of Education councilmember Kendra Brooks emphasized the importance of these changes, noting, “When we think about children holding their bodies because bathroom access is protected, or sitting for hours without movement, or rushing through silent lunches, that’s not discipline. It’s actually dehumanizing.”

In a related development during the same meeting, the board also decided to eliminate half days from the school calendar, addressing concerns that this practice was linked to a significant drop in student attendance.

This progressive shift in Philadelphia schools is a significant step towards creating a more nurturing and supportive environment for students, ensuring their basic needs are met and promoting a happier, healthier school experience.
